eCMR

Cross-border eCMR is an electronic consignment note used in road transport, compiled by businesses and controlled by competent authorities.

Currently, consignment notes of the carrier and all accompanying information are on paper. The purpose of digitising the consignment note is to digitise all information on the consignment note used in road transport and make it available to the parties in real time.
 

Key benefits of the eCMR are identified in the following areas:

  • Environmental benefits: reduction the use of paper impacts significantly the environment and CO2 emissions- replacing 8 billion sheets of paper with e-documents in EU will save up to 900 000 trees annually.
  • Personal health and safety: eCMR removes the need to pass the paper documents from person to person and thereby reduces the risk of virus transmission (e.g., COVID-19).
  • Improved transparency and efficiency: eCMR enables stakeholders to track their consignments in real-time through the supply chain. Upon final delivery, the completed eCMR is instantly available to all supply chain parties and allows to accelerate faster invoicing process.
  • Administrative work savings up to 60% from paper handling, manual work, e-mailing, calling, data multiple entries, etc.
  • Benefits for the public sector- the possibility to check documents online, without stopping the truck, improve accessibility to data, speeds up the controlling process, and creates better statistics of the logistics.
  • Safety: improved risk assessment and quicker accident management (e-call system).


Vision:

Extend international usage of eCMR and other supporting digital documents, across various transport modes, in business and public institutions, EU level, and across non-EU countries, aligned with eFTI directive. Establish Baltic Sea Region as a leader in EU and non-EU countries in the development of digital public services in the logistics sector.

To support the implementation of the vision, on 15 November 2022, Finnish Minister of Transport and Communications Timo Harakka and Estonian Minister of Entrepreneurship and Information Technology Kristjan Järvan signed a protocol of joint intentions, the aim of which is to strengthen the cooperation between Estonia and Finland both for the digitalisation of transport and the implementation of real-time economy activities.
