G2B data exchange

One of the sub-objectives of the real-time economy vision is to share up-to-date company data with third parties in real time and on the basis of consent by 2027.

Although overviews of national databases and registers, public services, and open data are aggregated in different information portals, the overview of unique data in databases and registers is not complete, much less available for the creation of new services for the private sector.

In the Estonian public sector, various state agencies and offices exchange data through the data exchange layer X-tee. After each exchange, the exchanged data is not deleted, but duplicates thereof are stored in different data sets and registers. At the same time, such data is also collected that is unique in the context of the given database or register, i.e. it has not been collected before in any other register or database. To avoid the duplication of data, it is reasonable to switch to the one-time mirroring of data upon request from one data set to another as well as to the private sector.

The Estonian Information System Authority is launching a consent service as a pilot project, through the use of which it is possible to make the various data collected about a person in national databases, including also private personal data in the future, available to a third party with the consent of the data subject. The aim thereof is to enable the private sector to develop new services through the use of the consent service. There are plans to develop a similar consent service for sharing information about legal persons to third parties.
